Applicants with business and executive experience who wish to establish a new company or branch office in Singapore may apply for the EntrePass, which is administered by the Ministry of Manpower. In addition, there are schemes for the application of permanent residence and citizenship if eligibility requirements are met.
Application requirements:
- Possess at least a diploma or degree (qualifications from tertiary institutions in China need to be certified by the China Academic Degrees and Graduate Education Development Center).
- Require a minimum start-up capital of SGD 300,000.
- Have at least 5 years of executive or entrepreneurial experience.
- After the EntrePass is approved, applicants must actively operate the company, file taxes and contribute to local employment.
In situations where a foreign company plans to expand into Singapore, the Employer of Record (EOR) scheme may assist in the application of Employment Pass (EP) for its foreign professionals (including management, supervisors, or specialised positions).
Additionally, EOR may assist with salary management and job performance evaluations. Exceptional management personnel who embrace the Singaporean culture may apply for permanent residence in Singapore after six months. Upon approval of permanent residence, the applicant may apply passes for family members if eligibility requirements are met.

- If the educational qualifications do not meet the requirement, individuals with several years of executive experience and an annual salary of over one million may also apply.

The family office programme will assist applicants in establishing a fund management company and a family office. The applicant may conduct investment management through the family office and enjoy tax benefits administered by the Monetary Authority of Singapore. Through this programme, the applicant can look towards achieving long-term wealth management, inheritance planning, member development, while ensuring the safety, appreciation, and legal compliance of assets.
Application requirements:
- Cash assets of SGD 20 million.
- Clear explanation of the source of assets.
- No adverse records.
- Operating expenses of SGD 200,000 per year.
- Each business entity must be supported by at least 2 asset managers, with one non-relative who possesses investment experience.
- At least 10% of total managed assets must be invested in Singapore.
The education programme offers students personalised study plans, which include the selection and application of suitable institutions.

- Students only need to pass the Singapore national examinations (i.e. Primary School Leaving Examination, GCE O-Level, or GCE A- Level) once to be eligible for application of Singapore permanent residence.

- Current students must submit their academic transcripts or reports.
